So I got this guitar…

I got this old Tatra guitar and I have two questions about it, one more complicated than the other.

First: Is it worth anything?  Other than being worth more than no guitar, is it worth enough that if I did something to it I would regret it?

Second: The tuning nobs don’t quite work.  The nobs turn, but they don’t immediately have any effect on the tension of the string. Is there something I can do to fix that? Should I replace the whole nob?  CAN I replace the whole nob?
